Abstract: This report represents the final instalment in a sequence of three projects focused on supporting reforms to the design and implementation of the Australian Government Department of Agriculture and Water Resources’ (the department’s) regulatory framework for biosecurity assurance. Specifically, this project sought to evaluate field trials on two plant-product pathways, namely selected vegetable seeds for sowing and pure peat, conducted between August 2016 and December 2017. The inspection protocols and implementation and communication strategies adopted in the trial drew on the analysis and key findings of the two preceding phases, namely CEBRA Project 1304C: Incentives for Importer Choices (Rossiter et al., 2016) and CEBRA Project 1404C: Testing Compliance-Based Inspection Protocols (Rossiter et al., 2018a).
