English Abstract: This paper critically reviews the existing studies of the Organisation for Economic Co-operation and Development's central educational policy tool, the Programme for Interntaional Student Assessment. The paper identifies three major clusters of studies examining PISA and its implications for national education policy. After discussing the underpinning assumptions and limitations of each cluster, the paper concludes by exploring the potentials of research on PISA generated from the context of Japan.
