dc.description.abstractThis paper analyses the notion of 'quality' in terms of Liberal Party Minister for Education from 1996 to 2001, Dr David Kemp's, speech to the National Council of Independent Schools' Associations (NCISA) on 23 May 1998 in the light of the record of his government's school funding priorities. Together these are used to show that Kemp had a 'double vision' of school quality that was quite different for private, and especially elite private, schools and public schools. The paper concludes that the title of his speech, 'Quality for all', was misleading and that the Coalition government's priorities in school education are more adequately described as 'quality for some'.en
