local.abstract.englishThe educational problems of Indonesia as a nation is crucial (to be addressed) and multi-dimensional. These problems can be classified into at least two categories, the problems related to pedagogy of teachers and teacher trainers and those of non-pedagogy. The pedagogical problems include lack of skills to employ learner-centred approach and techniques due to lack of effective training both during their own undergraduate program (pre-service training) and during employment (in-service training), excessive amount of material to cover in class, and the difficulties they have in understanding and employing the approach introduced in the new curricula (the 2004 and 2006 curricula, which adopt a genre approach) due to limited time they have. The non-pedagogical problems are external problems (but negatively affect teachers' performance), for example, the paternalistic culture still dominating the community and the 'culture of teaching' (Bjork 2014) developed as a result of the bureaucratic culture (practiced during the New Order era from 1966-1998), which prioritises top-down approach, expecting teachers to show loyalty to the state authorities more than to their students, which in effect develops an attitude of 'high level of dependency' on the authorities (to provide them with teaching materials and instructions how to use them). Consequently, teachers prioritise meeting the demands of the authorities, their superiors in the Ministry of Education (e.g. the demand to attend a government flag-raising ceremony) in expense of fulfilling the needs of their students (e.g. teaching in class). When the decentralisation policy was adopted in 2000 (after the fall of the Suharto dominated New Order regime), teachers were expected to be independent and develop their own teaching-learning materials and methods, which supposed to promote 'learner-centred' approach, they were not ready. Therefore, most teachers resorted to teacher-centred approach, employing mainly the old 'lecture'-styled method of teaching to cover the excessive amount of teaching material quickly so that their students are 'taught' (or rather, 'presented with') all the materials expected by the National-level Examination rather than developing their competence (as expected in the national curriculum) necessary to develop learners' independence. The author of this paper argues that the 'non-pedagogical' problems should be discussed or at least noted and expressed to the government in addition to the pedagogical ones due to the complex nature of the problems. This is because improvements in the pedagogical domain would not be effective if the non-pedagogical issues are not addressed. Nevertheless, this paper only addresses the pedagogical issues as expected by the Steering Committee of this conference, i.e. the lack of independence of our graduates. It will offer a genre approach using rhetorical patterns of research article introductions to develop learners' independence. If this approach is used together with 'learner-centred' approach, it can enlighten learners and enable them to acquire basic learning skills (e.g. critical thinking) necessary to develop their cognitive capabilities and independence as expected by the existing National Education Law.en
