Abstract: 'Democracy', 'Democratic Values', 'Democratisation', 'Transition to Democracy' - today the language of democracy is ubiquitous, its charge unfailingly positive. There are just two problems. The first is that it is often remarkably unclear what this language means. The second is that when we can determine its meaning this meaning is not only different from traditional usage, it stands in contradiction to it.
