Abstract: In a little over a decade, the Higher Education Contribution Scheme (HECS) has become an important and well accepted student contribution element in the financing of higher education in Australia. HECS now generates almost $1billion per year and contributes about 21% of Commonwealth (Australian) Government operating grants to higher education institutions.
