We examine two reform waves reflected in two university laws - UOG 1975 and UG 2002. The first embodied the 'spirit of '68' in its emphasis upon equality and democracy; the latter the global hegemony of neo-liberalism. The case is of interest because of the co-existence ('layering') of older traditions with more recent experiments in organizational democracy (co-determination), and because of the radical nature and speed of more recent reforms aimed at catching up with international developments in university management and higher education policy. | Editor: | Editor(s): Heike Welte, Manfred Auer, Claudia Meister-Scheytt |
