The accelerating pace of change in Australian local government over the recent past has completely transformed this crucial third tier of government and shows few signs of abating. Indeed, it is clear that the repercussions of many of the changes already under way have yet to be fully experienced. Most of these changes should be seen against the broader background of the ongoing process of economic and solid change in Australia. In particular, the transformation of local government should be viewed as part of the comprehensive microeconomic reform of the Australian economy which has already brought about fundamental changes to public agencies at both state and Commonwealth levels of government. This volume seeks to document the sweeping changes which are occurring in the local government sector and to place them in the wider context of the transformation of the Australian economy.en
