Abstract: With the advent of globalization, Singapore's education system encourages the development of students' varied interests, abilities, talents and creativity. Consistent with such a changing climate, one of the challenges educators face is the increasing numbers of students with special needs and those who are at-risk of school failure who are educated in neighbourhood schools. New partnerships, roles and responsibilities are required in order to support the needs of Singapore's students.
