In accordance with the principle of freedom of expression and the right to privacy, the use of anonymity is legal. Users can access data and browse anonymously so that their personal details cannot be recorded and used without their knowledge by any other entity, including another user. As there are situations were content/information providers might wish to remain anonymous for legitimate purposes, they should not be required to justify anonymous use. The dangerous side of the legal anonymity is the shadow for illegal, damaging, and not easily to sue individuals and actions. Corporate and individual hassle, corporate and individual frauds, threats, and impersonations are only a few of these actions. While privacy, anonymity and freedom of speech are achieved rights, there is a vacuum on education, punishments, and laws that can be easily applied at the same velocity with which a cybercrime propagates. Applying the Civil Court legislation is tedious and naturally, too late to timely repair the damage and prevent its quick propagation. There is a need for special laws to either prevent or quickly reprimand. In this case, the identity must be legally and undoubtedly validated. Conference PublicationPublication Design of Double Density Wavelet Filter BanksWe look at the design of oversampled filter banks and the resulting framelets. The framelets we will design, will have improved shift invariant properties over 'decimated wavelet transform'. Shift invariance has applications in many areas particularly denoising and coding and compression. Our contribution here is on filter bank completion. We will develop factorization methods to find wavelet filters from given scaling filters. Conference PublicationPublication Differential solvation free energies across the ice-water interface: Simple solutes and the SPC/E model of waterWe characterize the ice-water interface with and without the presence of solute particles using the SPC/E model of water in molecular dynamics simulations. In our simulations, we study the stability of the ice Ih solid structure with respect to the liquid phase and investigate the nature of the ice-water interface for different planes of the crystal. We compare these results to previous results using the CF1 model of water. We also calculate the free energy difference of methane-like solute particles across the interface using a thermodynamic integration technique. Finally, we discuss alternative methods of calculating the free energy and their relative merits, and we allude to the extension to charged solute particles.982 - Some of the metrics are blocked by yourconsent settings
Conference PublicationPublication Ecohydrology of Surface and Groundwater Dependent Systems: Concepts, Methods and Recent DevelopmentsThis volume presents a series of manuscripts that outline recent advances in the emerging field of Ecohydrology. Ecohydrology can be described as the science that seeks to describe the hydrological mechanisms that underlie ecological patterns and processes at different scales. We live in a time when the boundaries between many scientific disciplines are becoming blurred. Indeed, with increasing pressures on the environment there is a strong incentive to manage the environment as ecosystems and this requires collaboration between the disciplines. Many disciplines are now being brought together to solve environmental problems. Interdisciplinary science involves the "explicit joining of two or more areas of understanding into a single conceptual-empirical structure". Integration of disciplines in this way can be done along additive or extractive lines. The additive case is where two areas of study are combined, more or less intact, into a new composite understanding; in the extractive case, by contrast, different areas of study provide components that are fused to yield a new understanding. Both processes are used in Ecohydrology, depending on the nature of the problem at hand and the state of knowledge in the different disciplines. In the science of Ecohydrology, where the investigator seeks to unravel mutual interactions between the hydrological cycle and ecosystems at different scales, additive studies have dominated. Despite acceleration in the number of research publications in the area of Ecohydrology since the 1980s, few have been extractive in nature. Conference PublicationPublication Economic Governance and Australian Rural Development: Redefining SustainabilityThis article explores the proposition that regional governance systems are a crucial component of the processes contributing to the sustainability of rural economies and societies. For present purposes, any governance system includes a range of formal and informal agencies, institutions and actors who interact to shape the spatial evolution of economy and society. The most obvious formal actor is government, including the legislature, an executive (in Australia's case, for example, Prime Minister and Cabinet), the bureaucracy, independent authorities (such as the Reserve Bank and High Court), statutory corporations, and advisory bodies. Among Australia's pre-eminent advisory organisations are the Productivity Commission, the Australian Competition and Consumer Commission (ACCC), the Bureau or Agriculture and Resource Economics (ABARE), and the Bureau of Statistics (ABS). Many countries have several overlapping and interacting tiers of government - the Australian Federation has three - each with similarly complex structures. Government does not reside in splendid isolation. Rather, it is located within Civil Society. In most democratic societies, the latter comprises a vast range of independent and often conflicting institutions, organisations, groups, or even important individuals. Each of these has a private agenda that is pursued in either of two ways. One course of action is to attempt to steer government policy and programs in a preferred direction This usually involves (a) the direct or indirect lobbying of key politicians and bureaucrats or (b) campaigns to influence the general public at election time. Such lobbying or campaigning can be carried out singly or among coalitions of interested parties. ICIW 2009 comprised five complementary tracks. They focused on Web technologies, design and development of Web-based applications, and interactions of these applications with other types of systems. Management aspects related to these applications and challenges on specialized domains were aided at too. Evaluation techniques and standard position on different aspects were part of the agenda.
ICIW 2009 also featured the following tracks:
• SLAECE - Social and Legal Aspects under Emerging Computing Environments • VEWAeL - Virtual Environments and Web Applications for e-Learning
We take here the opportunity to warmly thank all the members of the ICIW 2009 Technical Program Committee as well as the numerous reviewers. The concept of optimal best practice, reflecting the paradigm of positive psychology, gained extensive research interests from scholars in the fields of Psychology and Education. Optimal best practice, from the perspective of academia, is concerned with the maximization of a person's cognitive competence in a specific domain of academic learning. Achieving optimal best practice, in this sense, requires the 'activation and enactment' of the process of optimization. In recent years, with the emergence of the study of positive psychology, educators and researchers have explored and focused on the development of different theoretical and methodological conceptualizations that could explain a experience of optimal best. Our significant theoretical and empirical contributions, which consisted of research development in Australia, Malaysia, and Taiwan, have involved the proposition of the Framework of Achievement Bests.
The Framework of Achievement Bests (Ngu & Phan, 2018), recently introduced, emphasizes a person's optimal best practice in daily settings. Best practice encompasses three major components: acquired knowledge, personal experience, and personal functioning. The coining of this term 'best practice,' in particular, focuses on different levels of best practice that may exist on a continuum, for example: realistic achievement best and optimal achievement best. This book chapter, in line with the scope of progressive education, explores in detail the concept of optimal best practice, situated within the context of secondary school mathematics learning. In particular, reflecting our recent research development, we provide a complex methodological conceptualization for understanding of optimal best practice, which takes into account cognitive load imposition.1673 2 - Some of the metrics are blocked by yourconsent settings
Conference PublicationPublication Free Energy of Solute Transfer at the Ice/Water InterfaceElucidation of processes at the ice/water interface is vital in understanding phenomena such as the mechanisms of ice nucleation, growth and melting, and the interaction of solutes at the ice/water interface. The Workman-Reynolds "freezing potential", an electrical effect generated during the freezing of dilute aqueous solutions, in which potential differences are observed across the ice-water interface during the freezing process, is an interesting example of an unsolved microscopic problem of the ice/water interface. Molecular dynamics simulations of the ice Ih/water interface are carried out using the rigid SPC/E model of water. Basal and prism plane ice Ih/water interface systems at 225K and 230K respectively, stable on the order of hundreds of thousands of picoseconds, have been prepared. Using a thermodynamic integration technique, we perform simulations of solute transfer across the interface to calculate the free energy profile of the transfer of each solute particle across the ice/water interface.987 - Some of the metrics are blocked by yourconsent settings

More than 100 East Timorese and international delegates presented papers over two days. One distinctive feature of the conference was its organisation into four language streams; with papers presented in Tetum-Dili, Portuguese, Bahasa Indonesia and English. This approach reflected the linguistic diversity of Timor-Leste, and proved a great success. Conference PublicationPublication International Evidence on Governance and Foreign Direct Investment Interactions(Singapore Economic Review Conference (SERC), 2009); ; Khandaker, SarodThis study presents new international evidence on the interdependence of governance and foreign direct investment (FDI) inflows based on twelve year data of 173 countries. Results from ordinary least squares and 2-stage least squares show that FDI and governance as proxied by average governance index of World Governance Institute of the World Bank are indeed interdependent. The implication is that FDI and governance go hand in glove i.e., FDI is determined by governance and vice-versa. We also examine the impact of adopting international accounting standards (IFRS) and legal origin of sample countries on FDI and governance. We find a significant impact of adopting international accounting standard (IFRS) and legal origin of the sample countries on governance rather than on FDI. This implies that adoption of IFRS strengthens governance and thereby allows free movement of capital around the world. We find the interdependence even when we control for certain macro economic factors as well as time, region and income factors. We introduce the approaches from the simple linear model, the nonlinear to the Bayesian modelling method including Markov Chain Monte Carlo simulation algorithm. Conference PublicationPublication ISFIRE 2009: International Symposium for Innovation in Rural Education: Innovation for Equity in Rural Education(University of New England, SiMERR National Research Centre, 2009); ;Choi, Joon-YulThe concept of an international symposium on rural education arose from a meeting between members of the SiMERR National Centre, Australia and the NURI Teacher Education Innovation Centre (NURI-TEIC) at Kongju National University, Korea in 2007. Despite the very different national contexts, the teams were struck by the similarities of the challenges facing rural schools in the two countries, and curious about the degree to which these challenges were shared by other countries. At a subsequent meeting in Australia in December 2007, the two centre Directors - Professor John Pegg (SiMERR) and Professor Youn-Kee Im (NURI-TEIC) - agreed on a framework for the first International Symposium for Innovation in Rural Education (ISFIRE). This volume consists of the keynotes and refereed papers presented at ISFIRE 2009. The papers provide insights into rural education in Australia, Bhutan, Canada, Korea, Norway, South Africa and the United States along the following themes: 1. Promoting rural policy initiatives; 2. Conference PublicationPublication Life in the Torrid Zone: Proceedings of the Inaugural Torrid Zone Symposium 2009On 23-25 August 2009, James Cook University and the Office of the Queensland Chief Scientist played host to a symposium comprising 40 leading thinkers from the world of international aid, philanthropy, social entrepreneurship, industry, research and government. Their challenge was to consider major opportunities and threats facing the tropical world - Aristotle's Torrid Zone - in agriculture, health, environment, tropical living and education, and assess alternative ways in which these might be addressed to achieve win-win outcomes. This report draws together key points from their deliberations, which we hope will point the way towards a coordinated action agenda for Australian engagement in the Torrid Zone. We are witnessing change: in the basis of provision of government funding of R, D and E; a move to open competition between tertiary education institutions for students and the funding that comes with them; farmers grappling with increasing regulation and community expectations and a high Aussie dollar that is hurting their export sales; whilst seemingly everyone in the community has an opinion on whether we are witnessing "man-induced" climate change. It is in this changing environment that the conference committee decided to invite expert speakers to look ahead and present their views on the themes of food security and production, education, extension, and adoption. Progress and looking ahead are also the themes for the traditional ASAP special lectures: the McClymont (Agricultural Systems), Underwood (Livestock Nutrition) and Harry Stobbs (Grazing Management) lectures; and new this conference: the John Barnett lecture (Animal Welfare). Conference PublicationPublication The National Soil and Water Conservation Strategy of the People's Republic of China and the Reform of the 1991 Water and Soil Conservation Law(2007)A National Strategy for Soil and Water Conservation (hereafter NSSWC) was prepared for the People's Republic of China (hereafter China) in 2000-2002 with the assistance of an international team of specialists. The NSSWC advocates a holistic and integrated approach for soil and water conservation. The legislative goal of the Strategy is to reform and strengthen China's 1991 Water and Soil Conservation Law (hereafter W&SCL) within the overall environmental law and policy system of China. The NSSWC points out there is a wide range of environmental legislative tools in China relevant to soil and water conservation but there is substantial variation in their capability to manage land degradation. The W&SCL is primarily concerned with soil Erosion control and lacks the capacity to address the main ecological processes and impacts of land degradation. This paper outlines the approach used by China to derive a format for a new W&SCL. The investigation included research of: international laws related to soil and water conservation; Chinese legislation related to soil and water conservation activity; successful legislative experiences and systems used in other countries for soil and water conservation. Conference PublicationPublication Practical solutions to performing the role of Violetta Valery in Giuseppe Verdi's 'La traviata' (1853)(Curtin University of Technology, 2009)Ellsmore, CarolineIn this paper I explore possible solutions to the practical problems presented by the role of Violetta in Verdi's opera, La traviata. As a practising singer, I am aware of the particular vocal and dramatic challenges involved in performing the role. An experienced singer can advise on how the role should be sung. A director or drama coach can advise on how it should be played. Recorded versions of the role are available to be heard and seen for reference purposes. The memoirs of individual singers may give glimpses of their personal impressions of the role. Detailed information on the role in its entirety, however, has not been documented by a performer. I believe that practice-led research may assist future students, performers and directors to assess how the role of Violetta might be successfully approached. In the works of Verdian scholars such as Julian Budden (1978), David Kimbell (1981) and Gilles de Van (1998), little reference to the singer’s experience on a technical and analytical level appears to be made. They tend to glance at the fortuitous nature of the opera's realism, both structurally and historically, in adducing general principles regarding Verdi's methods. This theme is contemporary. For example, recently introduced incentives encourage health professionals and patients to move towards proactive preventative and/or maintenance care (immunisation, health checks, diabetes care incentives, asthma 3 point plan) and away from traditional fee for service, as supported by Medicare and acute care facilities, underpinning reactive consults. There is continuing debate about the role and future of bulk billing within the community (affordability issues for people), funding and role of nurses and allied health professionals within the context of primary health care (accessibility for people), and continuing feasibility of the provision of home visits (access, affordability, and safety issues for both health professionals and patients).
In May 2002, the South Australian government commissioned the Generational Health Review to develop a blueprint for reform over the next 20 years. The final report was released in 2003. The Generational Health Review for SA provides a basis that contributes to the development of a deeper understanding of the future role of health professionals within the community. During the announcement of this review, Premier Mike Rann and SA Health Minister Lea Stevens, promised "to use this Review as the means to put the consumer at the centre of health care, and we will do it. Health and health care starts with the consumer and must be driven by their needs."
By placing patients at the centre of the debate and actively seeking opinions on how and what health services they deem to be appropriate, it opens the debate for future health professionals to re-examine their role and how best to utilize their skills when working in rural communities.1890 - Some of the metrics are blocked by yourconsent settings

Conference PublicationPublication Proceedings of the 13th Annual Symposium on Precision Agriculture in Australasia(University of New England, Precision Agriculture Research Group, 2009); ;Garraway, EmmaRecent consultancy reports still put the adoption of precision agriculture (PA) in Australia at under 20%, despite overwhelming economic evidence of the benefits. The grains industry continues to lead in the adoption of PA, with help from its old friend viticulture, but there is growing interest and activity in the vegetable and livestock sectors. As well as showcasing some of the latest ideas in the cropping industry, this year's Symposium reflects the growth of interest in PA in some of these other sectors. But there is more. Land management includes both public and private lands, and PA has a major role to play in issues of soil health and land-use from the perspective of biomass and carbon. It is not surprising that our state land management agencies are taking more interest in what PA has to offer. A recent successful bid to extend the CRC for Spatial Information (CRCSI) for another 8 years ($32.2M, 2010-2018) was built, in part, on the Commonwealth and CRC partners recognising the value of PA in this context. This CRC will provide a much-needed boost to addressing major national issues like the need for networked CORS (continuously operating reference stations) and sustainable farmscapes. PA will feature strongly in Biomass Business, a large demonstrator program within the CRC. Biomass Business aims to develop spatial-based tools to drive on-farm improvements in water, fertiliser and pasture utilisation; improvements necessary to maintain and improve the profitability and sustainability of agricultural businesses, while maximising the synergies between production and environmental accountability. This conference appears headed for success with generous support fromArmidale Regional Tourism, the NSW Department of State and Regional Development, the National Institute of Accountants and the Centre for Business Research at UNE. This enables the participation of four international experts who will have major inputs into the conference.The program is first rate and has been designed to meet the needs of all SEAANZ members.In addition to the regional development theme, there will be parallel paper sessions in entrepreneurship and management thereby covering the implications for the individual, the firm and the economy. The conference will be preceded by a PhD Colloquium and followed by a NSW DSARD Traveling Experts Seminar. The former will provide an opportunity for small enterprise PhD students to interact with each other and have the benefit of input from experts attending the conference. The latter will make use of the expertise available from the conference and bring it to regional centres throughout northern NSW by means of video links with UNE's Access Centres.1105 4
