English Abstract: Based on Article 1 of the First Optional Protocol to the International Covenant on Civil and Political Rights, individuals can bring breaches of the Covenant committed by a State Party to the attention of the Human Rights Committee. Proceedings commence via communications' and end with 'views'. In the light of such soft language, what is the nature of 'interim measures' and 'views' adopted by the Human Rights Committee in proceedings commenced by means of individual communications?
