dc.description.abstractThis book started as a conversation about lingering puzzles that besiege Philippine governance and public administration. I first began to be intrigued with policy implementation, thanks to Maricon Alfiler of the University of the Philippines, National College of Public Administration and Governance (UPNCPAG). I had the great fortune of having Maricon, as well as Amelia Varela, Nestor Pilar, Joe Tabbada, Romeo Ocampo, Vic Mariano, Jose Endriga, Fe Mendoza, Caridad Alfonso, Joel Mangahas and Alex Brillantes as inspirational lecturers during my undergraduate and gtaduate studies. For my Master of Public Administration degree, Maricon became my indefatigable supervisor. She led me towards the path of exploring issues on policy implementation. Being an outspoken and slightly obnoxious student, I remember her incredible patience during our very lively and stimulating debates about philosophy, history, and government. Looking back, I was very lucky to have a very supportive mentor who encouraged my inquisitiveness which bordered on stubbornness.en
