My initial intention was to develop some points made in a brief review essay published a few years ago entitled 'Criminology, violence and the nation stage' (Hogg, 1998). The essay reviewed, among other works, the third edition of 'The State of War and Peace Atlas (WPA)' published by the International Peace Research Institute in Oslo (Smith, 1997), reflecting on its relevance to criminology at a time when there are signs of a blurring of boundaries between domestic and external security, civil and military power, crime and war. I pointed out in the essay that, unlike one of the other books under review - a compendium of crime and justice facts in Australia (Mukherjee and Graycar, 1997) - 'WPA' was not the type of source routinely consulted by western criminologists. Despite the criminological preoccupation with statistics (which now extends to the most critical criminology too), the catalogue of violence in the 'WPA' is symptomatic of a condition that eliminates or subjects to extreme contingency the taken-for-granted foundations of western criminology in a secure nation state system. It is arguably the case that these foundations are now being disturbed by a number of forces - globalisation, people movements, terrorism, drug trafficking and transnational crime, the global NGO movement, and the spread of human rights consciousness to name a few. These developments link regions of conflict and regions of prosperity in new and significant ways.
