Abstract |
This chapter provides the central findings from this book, based on the evidence presented in previous chapters. It highlights that the effectiveness of law and policy instruments depends on a comprehensive institutional architecture, consisting of organisations, processes, coordination mechanisms and resources. An effective meta-governance system is needed to ensure that implementation is backed by sound strategies, transparent public accountability and sufficient resources. Effectiveness also requires genuine community engagement. The chapter presents proposals for fundamental improvement.
