It highlights that the effectiveness of law and policy instruments depends on a comprehensive institutional architecture, consisting of organisations, processes, coordination mechanisms and resources. An effective meta-governance system is needed to ensure that implementation is backed by sound strategies, transparent public accountability and sufficient resources. Effectiveness also requires genuine community engagement.
