Title: | Policy Enactment and Leader Agency: The Discursive Shaping of Political Change | Contributor(s): | Charteris, Jennifer (author) ; Smardon, Dianne (author) | Publication Date: | 2018 | Open Access: | Yes | DOI: | 10.24135/teacherswork.v15i1.237 | Handle Link: | https://hdl.handle.net/1959.11/26306 | Abstract: | As agents in reform processes, Principals can be pressured to respond to government and private change agendas. Far from merely implementing policy, Principals engage in complex enactments where they demonstrate agency in their interpretations and recontextualisations. Drawing data from Principal interviews, the authors consider leader agency in relation to discourses of economic rationalism, change and change leadership. The operationalisation of schooling reform and the necessity to think critically about policy within limited official consultation frameworks is highlighted. The political control of school clustering can potentially impinge on leader agency, particularly when there are additional hierarchical layers of leadership. | Publication Type: | Journal Article | Source of Publication: | New Zealand Journal of Teachers' Work, 15(1), p. 16-33 | Publisher: | Auckland University of Technology, School of Education | Place of Publication: | New Zealand | ISSN: | 1176-6662 | Fields of Research (FoR) 2008: | 130304 Educational Administration, Management and Leadership | Fields of Research (FoR) 2020: | 390403 Educational administration, management and leadership | Socio-Economic Objective (SEO) 2008: | 930202 Teacher and Instructor Development | Socio-Economic Objective (SEO) 2020: | 160303 Teacher and instructor development | Peer Reviewed: | Yes | HERDC Category Description: | C1 Refereed Article in a Scholarly Journal | Publisher/associated links: | https://ojs.aut.ac.nz/teachers-work/index.php/teacherswork/article/view/237 |
