Abstract: This paper explores the dilemmas around the management of armed groups in the peace process in Myanmar, with a focus on the future of disarmament, demobilization and reintegration and security sector reform. The paper also argues that a clear conceptual understanding and consensus between ethnic armed organizations and the Union government on how to disarm, demobilize and reintegrate armed groups must be embedded in the framework of political dialogue and peace negotiation.
