Abstract: This thesis evaluated a Conditional Cash Transfer (CCT) program, locally known as Pantawid Pamilyang Pilipino Program (4Ps), in the Philippines. The main focus was on program management, performance measurement, and cost of delivery and payment mechanisms. The scope of the research addressed two main elements with emphasis on organization's capacity to design and deliver services in a sustainable way: (i) administrative capacity; and (ii) cash transfer costs. The six empirical analyses used municipal-level data from 2008 to 2012 collected from four provinces in Davao Region, Philippines, with the research findings presented in self-contained journal articles delineated by specific objectives, methodological approaches and contributions.
