Abstract: Historically Norwegian society was nearly mono-cultural, until the arrival of migrant workers and refugees from non-European countries in the later part of the 20th Century. These developments led to the gradual emergence of a more multicultural Norwegian society and with this the growth of the population of students from other cultures in public schools. As the decades of educational research began to show,there was a clear gap between mainstream students and those of minority backgrounds in educational participation, completion and achievement. This precipitated an increased interest in how minority students are educated in Norway.
