The Australian Vocational Education and Training Management Information Statistical Standard: Management and Accountability Requirements of Post-Secondary (TAFE Level) Training in the Western Australian Academy of Performing Arts

Abstract

A key planning instrument for the vocational education and training sector is the Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS), introduced by the Commonwealth Government in 1994. The Standard will eventually apply nationally to all public and private elements of vocational education and training, and is expected to improve the educational outcomes of the traditionally State-controlled training systems and focus effort on the achievement of national priorities and objectives for the sector. It claims to integrate the statistical requirements for policy and planning with the information required for management, providing concise, consistent and well understood information about employment, education and training and its impact on the workforce and the labour market. It aims to identify strengths and weaknesses of the training enterprise, and become a vital component in making vocational education and training a strong, competitive and relevant industry with the ability to focus and plan effectively for the future. This thesis reviews and evaluates the effect of the new information reporting requirements on the Western Australian Academy of Performing Arts. A descriptive/evaluative case study approach has been adopted, utilising the 1994 and 1995 AVETMISS data collections of this organisation. The data collected are reviewed and analysed with respect to their ability to provide information which can function both as a management tool to support decision-making, policy development and the planning of viable educational options, as well as an effective instrument for reporting outcomes for the purpose of public accountability. After two years of practical experience with AVETMISS reporting, it is appropriate that this mechanism be reviewed with respect to its purpose and application within a vocational education and training context.
