Abstract
Stable constitutions create the possibility for increasing tension over time between the values they express and contemporary values. The Australian Constitution is no exception. It is a comparatively old constitution, having been agreed to in 1900, and it has proved to be one of the more difficult to change. This tension between past and present is the concern of this paper.
